The claim request, once approved by a site-administrator, will switch ownership of the place to the user who claimed it, and no further claims will be able to be made on it, all automatically. You can define which usertype can claim places. This way you can have "venue profiles", profiles of users who can be owners of venues, eg. shop owners. This users will be able to add relevant information to the place entry in J!Places, while all other users would be considered "venue visitors", eg. customers. Together with the plugin, you will get a JomSocial and a Community Builder profile plugin, where places will be displayed that belong to a user, directly on his/her profile.
